Ranking 11-30 for a keyword means Apple associates your app with that word but does not find it relevant enough for the first page. Once the association exists, what remains is usually a single metadata edit.
This is categorically different from climbing out of 150th place, where no association exists yet and closing the distance takes content, install volume and time. The cusp band is where the cheapest gain in ASO lives.
